We propose two separate buildings – the hall and the office building. Both buildings are to be built on an elevated base, approximately 1.6 meters above the ground level. This underlines their importance for the city and at the same time creates parking space, which is only partially embedded underground above the high water table. A civil space of a small square is located between the two buildings. The main entrance connects the Municipal Hall with Školní Street. This place serves as the main hub connecting the two institutions with Masaryk Square. A group of columns bearing a canopy, which is visible from the square, suggests that something important is happening here. The Municipal Hall is designed as a firm, solid and compact structure form white cast in-situ concrete. The Municipal Authority building should be transparent, civil, democratic and enjoyable. It is covered by a perforated roof that unifies the permeability of the building on the ground floor as well as the variety of the interior volumes, creating a covered arcade for the inhabitants and visitors of the city. Shaped as a heart, it has a central lobby with individual offices located around its perimeter. This concept makes it possible to perceive the office as a single well-arranged organism, which will be easy to navigate for the visitors. The new square provides appropriate context and scale to the new buildings; it is like a cozy room without a roof. A car park is located beneath the surface of the square.
